Microsoft released a one-month pass to learn Windows and SQL Azure, so if you don’t have a subscription already, check out this link.  It’s a cool offer but lasts only one month after you sign up, so you have to make sure and dork with it in a hurry before it expires.  If you go to the Windows Azure Platform Training Kit at the bottom of the page, you will find SQL Azure stuff in there so you can get wired up to a database in the cloud.

Yeah I know, one month isn’t squat to be able to do a lot with it, but it’s better than nothing. The alternative is to either get a subscription (expensive), or grab a credit card and sign-up using your MSDN subscription.  I think that the offer has been upped from eight months to 16 months on MSDN so that’s cool, but remember that if you ‘go over’ they’ll ding your card.  I have a company credit card so I think I’m going to stick that one in there. Sweet!
