If you are a student, check out http://www.dreamspark.com for free versions of Microsoft software; one student who attended my most recent class pointed out that this site was a great resource for VS 2008, SQL Server 2008 Developer, Windows Server 2003, etc…all for free!  The only caveat here is that you have to be a student enrolled somewhere – as far as I know they will call you and ask you questions to verify who you are.

If you are a new business developing software, you might want to try http://www.bizspark.com a program created by Microsoft that provides resources for software companies in their early stages. They provide software, support, and visibility according to the site, and will get you hooked up with a “sponsor” to offer advice for software start-ups.
